Bad Cop 2

A second problem being police officers who prey on children; and their superiors who were unaware for long periods of time.  Will both ever be held accountable?

Delaware:  August 26, 2011

From Delawareonline.com:
"
Pediatrician Dr. Earl Bradley receives 14 Life Sentences."

"State legislators, long reluctant to tamper with oversight of doctors, swiftly revamped Delaware's child protection and medical disciplinary laws after The News Journal and two state investigations revealed that law enforcement and medical authorities had failed to take any action against Bradley despite repeated complaints about him over a 15-year span."

In addition, parents have filed more than three dozen lawsuits against Beebe Medical Center, the Medical Society of Delaware and five doctors, all accused of negligence and dereliction of duty for not stopping Bradley years earlier.

In addition to the cutsie cars, Dr. Bradley groomed the parents, children, police and medical board in part, through an office that featured lots of over-size child toys, that looked like fun.

We first became acquainted with bad cops via Whittier P.D. Whittier brass who long ignored the pleas of Mrs. Tammy Tatman, ex-wife of Whittier Detective, Jay Tatman. It took several beatings before Jay Tatman crossed the line and was finally arrested and relieved of his weapon, after committing battery in the parking lot of Cypress P.D.   Sadly, Tammy Tatman was not notified when Tatman quickly made bail. This ongoing case, didn't resolve itself.  At one point Detective Tatman's parents obtained a restraining order against him.  But Tatman's then Deputy DA girlfriend later wife, appears to be reaping what she sowed.

(Mrs. Tatman's earlier pleas for relief to both departments, including meetings with the Chief, have for the past year, fallen on deaf ears.

When Detective Tatman was on administrative leave, with full pay and benefits, Tammy Tatman was forced to take almost a month off work, due to the potential danger the public might be in, should Detective Tatman attempt to harm Tammy in court, her work environment.

Domestic violence shelters refused to shelter Tammy and their four children, as their other clients would be at risk, due to the fact that Tatman, as a police officer, knows where they are.)

 Cypress P.D.   Steer clear.

Most local police departments are useless.  But don't believe us.  Call and inquire as to how many cases cases of child abuse, both Emotional and Physical, as defined in the Child Abuse and Neglect Act, have been sent to the DA for prosecution in the last year.

August 31, 2011:  Riverside, CA

San Bernardino deputy Anthony Benjamin involved with San Bernardino's Explorer program, and - an underage "Explorer" will have time to reflect about his decisions while he sits in jail for 270 days; because upon his release,
Benjamin, now a former deputy, will have to register as a sex offender.

July 16, 2011:  Riverside, CA

Retired Riverside detective Bud Davis, who began a ministry for police officers,  and who served as a board member for some Christian schools was arrested for several count for
molesting two little girls....beginning at age seven; one of whom finally told her parents

Davis was a frequent critic of the Riverside Communicty Police Review Commission.  In in 2005 Davis said the Riverside Community Police Review Commission was "second-guessing officers' actions" and "needs to be disbanded."

A member of the First Baptist Church, he started a small ministry in 2004 for police officers. "I feel the trauma and stress that exists in law enforcement, it has not been addressed in a spiritual way."

The Bud Davis story has no up side.  It only gets worse.

Mainly with former deputy Nathan Gastineau.   Gastineau's Facebook supporters including spokesperson Bonnie Lucas, blamed the victim.  Bonnie Lucas identified the victim as a, "Teenage predator."  Particularly since Victorville-based Deputy Anthony Benjamin, 30, pleaded no contest last month to charges of sex acts with a minor in a case involving a 17-year-old Explorer while on ride-alongs in a patrol car.

(And yes, we do hope Bonnie Lucas doesn't have any children.)  Meanwhile, Gasineau said:
"
And if right now victory seems like an impossibility, then we have something else to reach for: revenge, payback. So we will fight. Because in the end, it's the only alternative my enemy has left us."

Naturally Judge John Moore asked, "What on Earth is wrong with you?"

When the response didn't satisfy Judge Moore, he increased bail to $350,000.00 and Gastineau was handcuffed and returned to jail.

Meanwhile, our hope is Bonnie Lucas can get a grip.

Former New York City police officer, retired from the 100th Precinct Matthew Fanning, was sentenced to 10 years in prison for downing loading child rape porn tape.  Thoughtfully produced by the victim's father, who raped her on camera, then sold the film.   Fanning said he'd never do it again.  Honest.

Colorado

May 20, 2011:  Colorado Springs.  Police arrested seven year veteran
Deputy Joshua Carrier, for fondling students during a ringworm check.

And from around the country -

May 4, 2011:
Deputy Anthony Benjamin, 30, of Beaumont, was arrested Wednesday on suspicion of oral copulation with a person under 18 and sex with a foreign object with a person under 18.  [Update:  Benjamin pled "No Contest" to sex with a minor.]

On April 22, Deputy Nathan James Gastineau was arrested on suspicion of committing a lewd act with a 16-year-old girl.

May 3, 2011:  Former Orem Police officer, John Phillip Weatherly, earlier twiced convicted of child sexual abuse, was sentenced a third time for child sexual abuse.

April, 2011:  The Oklahoman's Nolan Clay reported Sgt. Maurice Martinez, below, was arrested and charged with abusing foster children in his care.

Sgt. Martinez has been a foster parent for double-digit years, and last year was honored for his "selfless dedication to teen-age boys."

A few of the boys were afraid to come forward, but one, now an adult did out of fear the other children would be harmed.

However, police non-action is not limited to Oklahoma.  One woman was demonized for trying to get the police to act.

Instead, the police turned on, and targeted the mother.  It's called "shooting the messenger" and is quite common.

San Diego police ignored Mother's complaints for Five years.  DA Bonnie Dumanis prosecuted the mother for protecting her child.

(After the piece aired, Bud Parsons changed his plea to guilty and is now two years into a six year sentence.  However, Judge Robert Kearney refused to allow the mother to read a victim's impact statement at sentencing.  It seems the court still did not want to hear from her.  And the DA, Kelly Mok, did not fight for the mother's request to read a two minute impact statement.

Cleveland:

1.  Retired police officer
Robert Bonness pled guilty to 25 counts of criminal charges ranging from possession of child pornography to rape.  His defense was, "I screwed up." Seemingly, Bonness did not see himself as a criminal, just a retired police officer committing acts of bad behavior.
