CENTERVILLE, S.D. - A former Centerville police chief has pleaded innocent to 12 charges, including giving alcohol to minors and having sex with a 14-year-old girl.
Rayne Adamson, 30, is charged with rape, sexual contact with a minor, furnishing alcohol to a minor and other crimes.
His trial is been set for Dec. 6.
According to court papers, Adamson threatened the girl, family members and her friends so they wouldn't go to the authorities.
One of the friends recently filed a protection order against Adamson, saying he tried to contact her and ask her to change her story so charges would be dropped against him.
In 2002, Adamson's wife was found dead in their home from a single gunshot wound to the head.
The Turner County sheriff said the case is still open and it was never determined if it was suicide or homicide.

Concepcion "Ty" Rivera was charged with felony counts of second-degree kidnapping and assault by strangulation, authorities said. Mr. Rivera surrendered to authorities Tuesday and posted $10,000 secured bond Wednesday.

Salt Lake SHeriff's Wife Sues over Husband's Unlawful Eviction
A lawsuit filed by the estranged wife of a Salt Lake County sheriff's detective contends that she was unlawfully forced to leave the home she bought five years ago because her husband abused his authority and filed a false protective order. According to the suit filed in Salt Lake's U.S. District Court, detective Kenneth Frank and officers Nathan Scott Thompson and Brett Perez violated Debbie Frank's constitutional rights by evicting her from her home, "under the color of law." Kenneth Frank convinced the two officers that the protective order he held required his wife to vacate the home. Debbie Frank is suing her husband, Salt Lake County, the city of South Jordan, and Thompson and Perez. Besides civil rights violations by all five defendants, the suit charges intentional infliction of emotional distress by all parties, abuse of process and malicious prosecution by Kenneth Frank, and negligence by Salt Lake County,The Salt Lake Deseret News reports. She is seeking punitive damages to be determined at the trial.

April 16, 2004: New Orleans PD officer James Adams, 43 was indicted for six felony counts: one count of extortion, aggravated kidnapping and four counts of malfeasance in office. Adams is accused of kidnapping a 31-year-old domestic violence victim while in full police uniform and while armed with his service weapon.
Adams allegedly lied to get the woman into his personal vehicle, then brought her to a vacant lot with the intent to force her to have sex in exchange for her release, according to a news release from the district attorney's office.
The extortion charge stems from Adams' alleged threat to arrest the woman unless she agreed to have sex.
After the incident, the woman filed a complaint with the Police Department's Public Integrity Division. Police on Thursday said Adams had been suspended from the force and arrested as a result of the indictment. New Orleans Police Department spokesman Capt. Marlon Defillo said the action came after a three-month investigation.
"Although, yesterday's indictment is a disappointment to the department, I want to reaffirm the vast overwhelming majority of the men and women who serve this community perform their duties with the highest of integrity and professionalism," NOPD Superintendent Eddie Compass said in a news release.

Whittier P.D. Whittier brass have long ignored the pleas of Mrs. Tammy Tatman, ex-wife of one of Whittier's detectives, Jay Tatman. It took several beatings before Jay Tatman crossed the line. Tatman was finally arrested and relieved of his weapon, after committing battery in the parking lot of Cypress P.D.. However, Tammy Tatman was not notified when Tatman quickly made bail. This ongoing case, appears to resolve itself, until the next incident. Could Tatman's Deputy DA girlfriend have something to do with it?
(Mrs. Tatman's earlier pleas for relief to both departments, including meetings with the Chief, have for the past year, fallen on deaf ears.
When Detective Tatman was on administrative leave, with full pay and benefits, Tammy Tatman was forced to take almost a month off work, due to the potential danger the public might be in, should Detective Tatman attempt to harm Tammy in court, her work environment.
Domestic violence shelters refused to shelter Tammy and their four children, as their other clients would be at risk, due to the fact that Tatman, as a police officer, knows where they are.)
We wonder if just this once, Cypress P.D. will see this case through, and why Whittier P.D. didn't require Tatman to turn in All his guns? But we Worry, Tatman is another David Camm.
Instead of any display of competence, vast resources are spent shooting the messenger
Do police respond to children asking for help?
No.
The fastest way to check that is to call your local police department and inquire as to how many cases cases of child abuse, both Emotional and Physical, as defined in the Child Abuse and Neglect Act, have been sent to the DA for prosecution in the last year.
Contact your legislators. Ask how many bills they've introduced to resolve the issue. If the answer is none,
then ask yourself why you're voting for these people.
Meanwhile, available remedies, in the form of The Board of Supervisors, according to California Family Code Section 7507, which states: 7507. The abuse of parental authority is the subject of judicial cognizance in a civil action brought by the child, or by the child's relative within the third degree, or by the supervisors of the county where the child resides; and when the abuse is established, the child may be freed from the dominion of the parent, and the duty of support and education enforced....are useless; at least in San Diego.
