The couple were gunned down 10 days ago in a Northgate Boulevard parking lot as Lopez-Pacheco was leaving her job at a beauty salon.

Family murders are quite common; and almost religiously reported in such a way to guarantee women and children remain absolutely unaware how deadly it is to be the wife and child of a disgruntled husband.
Formula media reporting is to quote neighbors saying "We never suspected," or "we've knew it would happen," and move on.
As these murders are frequently "breaking news" the creator of this site began writing to Tom Curley, CEO of AP some seven years ago, requesting the formula for covering these murders evolve from the formula. It was suggested comments from neighbors be replaced with hard numbers from each state, along with a reminder to readers of the general ineffectiveness of "restraining orders."
In seven years Tom Curley, nor anyone from AP has not once responded.

In 2006 the U.S. Supreme Court ruled in Castle Rock vs. Gonzales, (father killed his three daughters, police didn't respond to calls from their mother to enforce the restraining order), that police departments are not Legally Required to respond to calls from desperate women requesting restraining order enforcement. So why do the police always counsel women to apply for them?
Because doing so creates the appearance of serving the community. Police officers use them for marketing purposes.

The country's first "award winning" Family Just Center created by former San Diego City Attorney, Casey Gwinn has its own problems.

Unfortunately although these Family Justice Centers are revenue producers, media continues to cheerfully report each new opening with police and local officials smiling broadly, while the crime rate continues to climb.
Then using numbers from various Family Justice Centers; police departments throughout the nation are applying for grants to purchase bullet-proof vests, so police personnel will be safer for the calls they Choose to respond...which may or may not include calls from women for restraining order enforcement.
Further, In wholly deceptive PR wording, some of the grants are funneled through the Office on Violence against Women.
A quick check of these grants reveal, Women themselves receive very little.
(Please note although grants for bullet-proof vests are in "formula" amounts, any assistance Women might receive is in "discretionary" amounts.)
What else?
In San Diego last year roughly five million dollars of federal funding was spent to help women out of domestic violence situations. Except nearly 4.7 million of it went to police departments and Border Patrol.
So remember: if you hear "domestic violence" instead of murder...there's a non-profit looking to gig up with the local police.

Therefore, thanks to DOJ's Office on Violence Against Women, police officers are now safer and better equipped with bullet-proof vests, but desperate women calling for help remain unaware the U.S. Supreme Court opined the police legally aren't required to respond to their requests for restraining order enforcement.

As in the case of former South Dakota fire captain Jerry Black in the murder-suicide of his wife and self, these three day stories are almost deliberately ignored. In-depth substantive reporting simply doesn't exist.

Indiana: In October of 1994, after Tommy Ross shot and killed his ex-wife, Paula, outside a Gaston elementary school after she dropped off their daughter, it was revealed the police were of no help at all.
A subsequent lawsuit filed by the victim's family showed that Paula Ross had complained to Gaston police 17 times in 103 days that her estranged husband was harassing and stalking her.
Then-Marshal Ray Gillespie often interceded on behalf of Tommy Ross during the disputes, the jury decided before awarding, in June 1999, a total of $1.75 million to the victim's parents and children.
The Gaston case is not so unusual.

Never mind the AP story which discovered after one non-profit spent Forty-two million dollars over an Eight year program in Four cities, studying child abuse prevention programs; that they didn't work. Whether they worked or not immaterial. What mattered was the folks at the non-profit getting paid.
Unfortunately not only is this not common knowledge, missing from most mainstream news reports about murder is that Anger Management and other state and federal programs exhibit NO demonstratable history of success Except as funding sources for those who create various anger management programs. Typically, because government subsidizes rather than solves problems, also unreported is judges well aware programs don't work, 'sentencing' criminals to government backed 'anger management' programs. And then they position themselves Not to be held accountable.

San Diego's "Family Justice Center" being another example of feeding at the public trough. Susan Griffin headed the city's Visitation program; while paying restitution to the County for not being able to account for grant payments. Later she was fined by the State agency governing psychologists, for practicing psychology without a license.
Prior to that, Griffin charged people for counseling; albeit without, The Necessary Degree.
People outside San Diego might be surprised to learn, Griffin went to work with the City AFTER being exposed by San Diego Magazine.
Hannah's House to Partner with city but that was before Dick Murphy was named one of the three worst mayors in the Nation by Time Magazine, the billion dollar pension underfunding; and trial of two city council members for extortion.
Most recently, the Secretary of State suspended Griffin's corporation for the first three and a half months of 2005. But the San Diego Tribune, immersed in the pension scandal, and won't be covering this. Money matters matter in San Diego. Children matter only when it comes to various "non-profits" grant applications.
However, San Diego is Exhibit A in the value of petitioning the federal government for dollars to "address domestic violence" Leave it to the state to figure out how to profit from murder.

Extra caution is needed as Pope County Deputy Prosecutor, Jeff Phillips of Russellville, Arkansas, and Judge Don Borune, made abundantly clear; they do not care much for protecting crime victims.
ADA Phillips demonstrated women and children are not afforded the Constitutional right to be safe. Phillips asked for and quickly received a low bail, after Mr. Danny Mewborn rammed his wife's car, (carrying their two children) off the road and into a ditch. (Being a southern newspaper, the women and children weren't considered important enough to actually be Named in the article, and the assault with a 2,500 pound vehicle was described by the Courier News as a, "Collision."
Phillips request was immediately granted by Judge Don Bourne, who probably cheerfully quipped, "Hey good buddy, just don't do it again, ya hear?"
Mewborn posted the measly three hundred plus, and bounced out of jail the next day.

On Feb. 21, 2006, we were contacted by Danny "Mewling" Mewborn, who in three emails, complained we violated his privacy. (We think the booking sheet and mug shot probably did that). Master Mewler went on to say he wasn't responsible, it was all his ex-wife's fault, (their divorce was final in January), and that everything was now all settled. We're thinking the former Mrs. Mewborn probably feels born again.
The carnage continues. On July 2, Indiana Man charged with murdering his estranged, eight-month-pregnant, wife and child, was told by Lake Superior Court Judge Thomas Stefaniak he could post Twenty Thousand Dollars, bail.

"Anger Management" classes instead of Jail..
If a stranger harms an individual, they are arrested for assault. If an "intimate" hits someone, they are then given another opportunity to kill.
Part of the reason for this, is police reaction to seeing their own crimes within their own families. (See the Bad Cops section)
"Domestic Violence" reports demonstrate well over half of women killed or injured receive their injuries or death sentence from the hands of, what the government calls, "intimates."
Simply put, the vulnerable are expendable. The practice of detouring criminals, and their crimes, continues.
In 1990 there were 1,500 shelters for battered women in the United States. Today there are many more, but not as many as the 3,800 animal shelters now active.
Regular readers know Scott Peterson wasn't the first man to opt for murder over divorce; only traditional media seems not have made the connection. Still, some are more gruesome than others.
(If the number of crimes committed against women and children were reported as SARS numbers; the headlines would be "Epidemic." Still, crimes against women are treated as crime lite.)

The Los Angeles Times reports, in the last 35 years, at least 11 local and federal judges in the U.S. have been slain, often by people who were upset at their rulings. These individuals are portrayed by mainstream press as "out there" and most of the cases nvolved family disputes � child custody, divorce and domestic violence.
However, scant attention is paid to judges who flip. Such as the LA Judge who threatened to kill the man who had been involved with his daughter. The man sought, and received a Restraining order from the judge. (See the LA section of this site.)
Overall, the media abandoned it's "watchdog" role when it comes to examining the dynamics of family court. As such, the general public remains unaware how dangerous it is for women ending relationships or women requesting restraining orders.
We don't recommend applying for restraining orders, until there is adequate assurance they will be enforced...and even then, urge caution.

It doesn't exist.
There's no such thing. What exists, however, is the Opportunity for government officials to obtain state and federal funding, to "address" the issue.
When it comes physical blows, no woman claims she's a victim of domestic violence. She will however, say,
"He tried to kill me!" Or, "He beat me up." Check the See Homicide Numbers.. They all add up to, bad.
According to a 2001 study published by the Journal of the American Medical Association, approximately 20 percent of Maryland women who died during pregnancy, were murdered.

According to the U.S. Department of Justice, only half of all domestic violence incidents are reported to the police.
In nearly 20 percent of these cases, women did not report the incident because they feared reprisal by the perpetrator. Between 1997 and 2001, there were 184 domestic-violence-related homicides in Washington State, according to the Washington State Coalition Against Domestic Violence. The majority of these were women killed by their current or former husbands or boyfriends.
This also includes the workplace.
Since 1980, job-related violence has been the leading cause of death in the workplace for women. In 1996 34% of fatal injuries among women were homicides. Seventeen percent of male fatalities were homicides. Women made up 8% of all worker fatalities, but 15% of all reported workplace homicides.

Few realize that "domestic violence," the cock-tail party phrase reporters use to describe everything from battery to murder, was coined by government officials anxious to detour the economically superior Away from the criminal justice system. Most don't realize the phrase is symbolic of, one, last, stay-out-of-jail, free card...as well as the phrasing prefacing a grant application for federal funding.

Because Mainstream media does not cover family court, the public remains largely unaware domestic violence is a huge, money maker.
Golden business opportunities abound. City officials and non-profits on the receiving end, well know is a long time running, federal gravy train to address "domestic violence."

We ask reporters retire the phrase, "domestic violence," it's also important to clarify to those using English as a second language, that "protective orders," do not protect, and "temporary restraining order," do not restrain.
It's worth noting a recent article in the Florida Bar Journal concerning abuse, reads in part�"Domestic violence does not erupt overnight�..It may proceed to verbal digression and/or economic deprivation to foster the victim's dependence on the perpetrator's good opinion or financial support. The perpetrator resorts to the imposition of increasingly severe repercussions against a victim who defy his 'right' to establish and maintain control over her life. The risk of murder increases when the perpetrator suspects that he is losing the control that he has painstakingly developed over the course of time."
Yet, legislators do not, and will not introduce, legislation to provide for stiffer penalties addressing crimes committed in the home. And seemingly, the public approves of judges who refuse to enforce existing laws.

For reasons not clear, the police not only refuse to address the problem, but create new ones by tossing it back to legislators. For reasons unclear, arresting a suspect on straight assault, battery, or attempted murder charges, and securing a High Bail for that individual, seems out of the question.

San Diego's (former)Superior Court Judge Gerald Cortes arrested for choking out his wife, and resisting arrest, huffed and puffed his innocence for months before pleading guilty to a crime that could have resulted in three years in jail. He got three years probation...and was close to being re-elected.
When attorney James Bottomely shot and killed the woman who had been steadfast, in her efforts to avoid him, the San Diego Union Tribune described it as a "lover's quarrel."
Then there's the police.
To wit: the fired Corning Iowa cop, who later ran for Mayor.
Mark Davenport, 41, was fired in 1999 when residents complained about his tactics and temper. He also was accused of harassing women and other inappropriate conduct. He'd previously been fired when, as a Polk County sheriff, admitted assaulting a mushroom hunter in central Iowa.

And so it seems a lot of federal funding, funds abuse. The biggest source being those socalled, "non-profits."
With millions being pumped from federal grants, the state are not about to stop the money flow....ergo, legislators, judges and public servants, are not about to fool around with that.
This of course, remains the largest part of the problem.
If family law was effective, Children's Protective Services wouldn't be necessary. But the business of government is business, and business is good.
